ORDINANCE No. 179854
*Authorize a contract with Bennett Staheli Engineers and provide for payment for design of Woods Trunk Sewer Rehabilitation Project, No 8084 (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Woods Trunk Sewer, located in the Lair Hill neighborhood of Southwest Portland, is in a deteriorated condition and portions have collapsed.
2. Environmental Services is responding to this emergency by installing sewer bypass systems and conducting emergency repairs at collapsed pipe segments. Environmental Services also contracted with Bennett Staheli Engineers for an amount not to exceed $20,641.84 to evaluate and recommend effective methods to rehabilitate the damaged pipe.
3. Environmental Services staff determined that rehabilitation of the Woods Trunk Sewer should use microtunneling, open-cut and cured-in-place liner construction.
4. Environmental Services recommends execution of an emergency contract with Bennett Staheli Engineers to complete microtunneling plans, specifications and construction contract documents for the microtunneling elements of the project.
5. The established cost is $163,872. Funds are available in the Sewer System Operating Fund, FY 2005-06 Budget, Bureau of Environmental Services, Center Code 145-22-110, Project Number 8084, Account No 521000.
NOW, THEREFORE, the council directs:
a. The Commissioner of Public Utilities and Auditor are authorized to execute a contract with Bennett Staheli Engineers for the purpose described in Section 1, in the amount of $163,872.
b. The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.
Section 2. The Council declares that an emergency exists because the unforeseen collapse and rapid deterioration of the trunk sewer threatens public health and property. Prompt award and execution of a PTE design contract is required to develop construction plans in a timely manner. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
