Dear Mayor Potter:

 

This Letter of Agreement is between Police Activities League (PAL), fiscal agent for the Albina Weed and Seed Program and Portland Police Bureau North and Northeast Precincts. The Albina Weed & Seed is granting Portland Police Bureau North and Northeast Precincts $38,700 to fund law enforcement activities which will in turn benefit the residents of the Albina Weed and Seed region. These activities focus on “weeding” out neighborhood criminal offenders engaged in drug crimes and other violent offenses, stabilizing the neighborhoods through community oriented policing, and “seeding” neighborhoods with housing, employment, and social sustaining programs. This Partnership is funded by a Department of Justice/ Office of Justice Programs grant to fund equipment purchases, evidence funds, police overtime, and vehicle rentals.

 

Sergeant Dave Howe and Cindi Kelly will be the primary contacts for the Northeast Precinct; Sergeant Douglas Justus and Rebecca Peterson will be the primary contact for North Precinct. Funding for this project will begin October 1, 2005 and end on September 30, 2006.

Compensation

Police Activities League will compensate Portland Police Bureau for the above-described items. Invoices should be submitted to: Megan Jolly, AWS Site Coordinator, 449 NE Emerson, Portland, OR 97211, using the Request for Reimbursement form provided. Requests for Reimbursements are to be submitted on a monthly or bi-monthly basis. The final Request for Reimbursement should be submitted no later than October 15, 2006.

 

The Police Activities League, as administrator of the Albina Weed & Seed Program, does not authorize indirect costs.

 

Organizational Documentation

Each organization receiving funds from the Albina Weed & Seed Program must provide a copy of their most recent audit. The audit report should be submitted to Megan Jolly prior to or with the first Request for Reimbursement submission.

 

Publicity

The Police Activities League requests that publicity of this project shall note funding by the Albina Weed & Seed Program.

 

Reporting Requirements

Every organization receiving a grant from the Albina Weed & Seed must report on the use of the funds granted. The report should include (1) Name, address and telephone number of the agency receiving the grant; (2) Name of the person submitting the report; and (3) Amount and date of the grant award. One report covering activity from January 1 – June 30 is due July 15, the other report covering activities from July 1 – December 31 is due January 15.

 

The Report should include an itemized accounting of the actual revenue and expenditures to date for the project or program for which the grant was awarded and provide the following information:

 

1.  Number of Arrests

2.  Number of Violations

3.  Number of Stops

4.  Number of Warnings

5.  Number of Traffic Stops

6.  Number of Person Contacts

7.  Number of Alcohol/Tobacco Sales and Attempted Sales

8.  Number of Seizures (Drug/Cash/Other)
