* Authorize a Grant Agreement with Police Activities League for the 2005-06 Albina Weed & Seed Program (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  A Grant Agreement between the Police Activities League (PAL) and the City of Portland is required in order for PAL to provide funds to the City of Portland in exchange for the Police Bureau’s provision of drug eradication efforts in the Albina Weed & Seed region.

 

2.  The Agreement provides Police Bureau services to benefit the residents of the Albina Weed and Seed region in “weeding” out neighborhood criminal offenders engaged in drug crimes and other violent offenses, stabilizing the neighborhoods through community oriented policing, and “seeding” neighborhoods with housing, employment, and social sustaining programs.

 

3.  The Agreement stipulates PAL to provide funding to the Police Bureau for travel expenses, drug investigation equipment, office supplies, and police overtime for drug missions incurred during the grant period of 10/1/05 through 9/30/06.

 

4.  PAL will reimburse the City of Portland for allowable invoiced expenses not to exceed $38,700 as outlined in the grant Letter of Agreement. There are no local matching funds required for this grant.

 

 

NOW, therefore, the Council directs:

 

a.  The Mayor to accept this grant from the Department of Justice Programs, Weed & Seed program and sign the Letter of Agreement with the Police Activities League.

 

Section 2. The Council declares that an emergency exists because delay in proceeding with this agreement will delay provision of funds to the City of Portland; therefore this ordinance shall be in force and effect from and after its passage by the Council.
