Authorize grants to five Portland school districts for out-of-school-hours youth programs (Ordinance)

The City of Portland ordains:  

Section 1.  The Council finds:

1.  The mission of Portland Parks & Recreation includes fostering positive youth development through elective recreational or educational programs outside of school hours. School districts are the logical service providers for many types of youth recreational activities, including after-school sports and a wide variety of before- and after-school interest clubs.

2.  This grant has been made since 1994 to Portland Public Schools. Beginning fiscal year 2002-2003, the Parks Local Option Levy Fund has included funding to all five Portland school Districts to support the districts’ provision of sports and other out-of-school-hours recreational and educational programs for their students.

3.  Based on their estimated enrollment of City residents, the amounts of these grants for 2005-06 are $213,971 for Portland Public Schools; $41,163 for David Douglas School District; $18,773 for Centennial School District; $15,267 for Parkrose School District; and $12,223 for Reynolds School District.

NOW, THEREFORE, the Council directs:

a.  Portland Parks & Recreation is hereby authorized to pay the following amounts as grants to the following school districts: $213,971 to Portland Public Schools; $41,163 to David Douglas School District; $18,773 to Centennial School District; $15,267 to Parkrose School District; and $12,223 to Reynolds School District.

b.  The purpose of these grants is to support the districts’ provision of sports and other out-of-school-hours recreational and educational programs for their students.

c.  The payments will be made quarterly, upon billing by the districts, and they will be charged to the Parks Local Option Levy Fund.

d.  The districts are hereby requested to report to Portland Parks & Recreation on how they choose to use the grant money and how many children are served by the programs supported by these grants.
