RESOLUTION No. 36333

 

Declare the purpose and intent of the City to approve the SE 21st Avenue High-Volume Street Speed Bump Demonstration Pilot Project (Resolution)

 

WHEREAS, on October 19, 1994, the City Council, responding to the citizens of Portland increasing demands for enhanced traffic calming strategies and services to improve neighborhood safety and livability, adopted the Traffic Calming Program (RESOLUTION No. 35317); and

 

WHEREAS, on July 30, 2003, the City Council, acknowledging the importance of traffic safety efforts to the community’s livability, approved the Traffic Safety Coordination Council and named the Safe Communities Coalition as its technical advisory committee as part of the Community and School Traffic Safety Partnership effort (RESOLUTION 36159); and

 

WHEREAS, on November 12, 2003, the City Council directed the Traffic Safety Coordination Council to provide an annual recommendation to City Council on Traffic Safety Account expenditures using a balanced and integrated approach of enforcement, engineering, and education; and

 

WHEREAS, residents living on Local Service and Neighborhood Collector streets that exceed current volume cap/limit criteria have expressed a strong desire to address adverse conditions caused by speeding traffic that negatively impacts neighborhood safety and livability; and

 

WHEREAS, from April to June 2004, the Portland Office of Transportation (PDOT) worked with a citizen working group who advised staff on recommendations for a neighborhood involvement and approval process to undertake speed bump projects on high volume Local Service and Neighborhood Collector streets; and

 

WHEREAS, on August 11, 2004, the City Council, responding to citizens seeking remedies to address adverse traffic conditions, adopted the approval process for Streamlined Speed Bump Projects on High-Volume Local Service and Neighborhood and Neighborhood Collector streets (RESOLUTION No. 36243); and

 

WHEREAS, the City of Portland has been implementing speed bump projects since 1991 and is regarded as a national leader in traffic calming measures that restore neighborhood livability for residents seeking relief from adverse traffic conditions; and

 

WHEREAS, PDOT has evaluated traffic and safety conditions on SE 21st Avenue as an initial pilot project under this proposal, and determined that speed bumps will likely calm traffic and improve neighborhood livability; and

 

WHEREAS, the aforementioned working group who assisted staff in the development of the approval process and this project included a resident from SE 21st Avenue who has a vested interest in increasing safety and neighborhood livability on their street; and

 

WHEREAS, SE 21st Avenue High-Volume Street Speed Bump Demonstration Project residents have met mandated approval criteria as outlined in Exhibit A, Community and School Traffic Safety Partnership: Demonstration of Approval Process for Streamlined Speed Bump Projects on High-Volume Local Service Streets and Collector Streets; and

 

WHEREAS, SE 21st Avenue High-Volume Street Speed Bump Demonstration Project residents have met Exhibit A approval criteria Step 4, Neighborhood Interest Petition, Exhibit B; and

 

WHEREAS, SE 21st Avenue High-Volume Street Speed Bump Demonstration Project residents have met Exhibit A approval criteria Step 8, Project Support Petition, Exhibit C; and

 

WHEREAS, SE 21st Avenue High-Volume Street Speed Bump Demonstration Project residents have met Exhibit A approval criteria Step 11, Neighborhood Association Endorsement Letter, Exhibit D.

 

WHEREAS, that the estimated cost of the improvements for the aforementioned pilot project is approximately $10,000, which will be self-funded by residents, and should the neighborhood not raise sufficient external funds the project will end; and

 

NOW, THEREFORE, BE IT RESOLVED, that the City of Portland approves the SE 21st Avenue High-Volume Street Speed Bump Demonstration Project; and

 

BE IT FURTHER RESOLVED, that if the aforementioned external funds are raised by the project neighborhood and the City receives noted funds as outlined in Step 14 of Exhibit A, Demonstration of Approval Process for Streamlined Speed Bump Projects on High-Volume Local Service and Neighborhood Collector Streets, the City of Portland directs PDOT to construct speed bumps on SE 21st Avenue; and

 

BE IT FURTHER RESOLVED, that PDOT staff will report back to City Council in calendar year 2006 with a detailed summary of outcomes after the implementation of the aforementioned pilot project as well as the SW Palater/Palatine Hill Road and the SW Lesser Road pilot projects as defined in Resolution No. 36244, and an Ordinance for Council consideration should the process for a Demonstration of Approval Process for Streamlined Speed Bump Projects on High-Volume Local Service and Neighborhood Collector Streets meets with success for the three (3) noted pilot projects.
