ORDINANCE No. 179460
Amend contract with Cumpston Bros. Inc. for concession services at Eastmoreland Golf Course (Ordinance; amend Contract No. 51127)
The City of Portland ordains:
Section 1. The Council finds:
1. The concessions at Eastmoreland Golf Course were awarded by Contract No. 51127 to Cumpston Bros. Inc. in a competitive process. The contract was executed in 1998 and expired in 2003, at which time an extension was approved by City Council by Ordinance 177705 for an additional 5 years, ending on December 31, 2008.
2. In the past, Cumpston Bros. Inc. has subcontracted the restaurant and food service to outside vendors. Upon expiration of the latest subcontract in December 2004, the Bureau requested that Cumpston Bros., Inc. manage the restaurant directly.
3. With Cumpston Bros., Inc. in direct control of the restaurant facilities, the Bureau is confident that those operations will be handled in an appropriate manner to protect minors and reduce disturbances to the non-playing customers.
4. The Heron Lakes Golf Course concessionaire currently has video poker machines operating on the premises.
5. This proposal has been recommended to and supported by the Golf Advisory Committee.
NOW THEREFORE, the Council directs:
a. The Commissioner in Charge of Parks & Recreation and the Auditor are hereby authorized to execute Amendment No. 3 to Contract No. 51127, substantially in the form of the Amendment attached hereto, with Cumpston Bros., Inc. to allow video poker machines at Eastmoreland Golf Course with specific limitations.
