ORDINANCE No. 179401
*Accept a grant from the U.S. Environmental Protection Agency in the amount of $288,000 to explore use of market forces to implement sustainable stormwater management (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
Water quality and watershed management is a key concern for the Portland Region in general and the Bureau of Environmental in particular.
The City of Portland, Oregon (City) has developed a Framework for Integrated Management of Watershed Health that describes the scientific foundation and ongoing management strategy it is implementing to improve the conditions and ecological functions of its five urban-area watersheds. The Framework establishes four citywide watershed health goals in the following areas: hydrology, physical habitat, water quality and biological communities.
The City has a Combined Sewer Overflow Program that is reducing the impacts of sewer overflows into rivers and streams by encouraging practices that will reduce impervious surfaces. The City also encourages sustainable development in a manner that protects natural resources, and supports changes of structure, both new and retrofit.
The City has been awarded a grant in the amount of $288,000 from U.S. Environmental Protection Agency to assess the viability of using market forces to implement sustainable stormwater development. The City has agreed to invest staff time over the course of three years to accomplish the project (estimated staff time in dollars is $299,000).
NOW, THEREFORE, the council directs:
a. The Mayor is hereby authorized to accept a grant from the U.S. Environmental Protection Agency in the amount of $288,000 to explore use of market forces to implement sustainable stormwater management. (Ordinance)
b. The FY 05/06 budget is hereby amended as follows:

Section 2. The Council declares that an emergency exists because to delay accepting these funds would deprive citizens of the benefits these grant funds will provide; therefore this ordinance shall be in full force and effect from and after its passage by the Council.
