RESOLUTION No. 36325

 

Direct the Bureau of Technology Services to issue a Request for Proposals to select a third party to design, develop, own and operate a citywide, high-speed wireless network. (Resolution)

 

WHEREAS, new technology has created the opportunity for citizens, businesses and local governments in Portland to have high-speed wireless access to the Internet and other network services;

 

WHEREAS, high-speed access to the Internet is becoming a necessary tool for conducting business and personal affairs. Citizens, businesses and local governments use high-speed access to the Internet to conduct necessary business transactions;

 

WHEREAS, the availability of citywide, high-speed wireless services creates opportunities to enhance and make provision of local government services more efficient and save taxpayer money;

 

WHEREAS, the availability of a citywide, high-speed wireless network is consistent with longstanding City policy promoting open access to the Internet and telecommunications networks, and promoting choice in the delivery of Internet services across multiple platforms;

 

WHEREAS, the availability of a citywide, high-speed wireless network can improve productivity for local governments, businesses and citizens;

 

WHEREAS, the availability of a citywide, high-speed wireless network can promote innovative business ventures and spur new investment in Portland;

 

WHEREAS, the availability of a citywide, high-speed wireless network can promote the retention of local businesses and make Portland a more attractive place for businesses to locate;

 

WHEREAS, the availability of a citywide, high-speed wireless network has the potential to assist efforts to bridge the digital divide by making high-speed Internet access more available and affordable;

 

WHEREAS, the Bureau of Technology Services, the Portland Public School District, Tri-Met, the Portland Development Commission, local businesses and nonprofits are collaborating to craft a Request for Proposals (RFP) to invite a private firm to finance and deploy a citywide, high-speed wireless network;

 

WHEREAS, the RFP intends to guide the selection of a private company to design, develop, own and operate a citywide, high-speed wireless network;

 

WHEREAS, local government agencies currently pay for services that could be provided over a citywide, high-speed wireless network at lower cost and greater capacity;

 

NOW THEREFORE, BE IT RESOLVED, that the Bureau of Technology Services is directed to issue a Request for Proposals to solicit services on a citywide, high-speed wireless network; and

BE IT FURTHER RESOLVED, that the Bureau of Technology Services is directed to work with Portland Public Schools, Tri-met, the Portland Development Commission (PDC), other governmental agencies and jurisdictions, local businesses and nonprofits to guide development and deployment of a citywide, high-speed wireless network; and

 

BE IT FURTHER RESOLVED, that the Bureau of Technology Services is authorized to negotiate the use of the wireless network for City services to serve as an anchor tenants for the wireless network; and

 

BE IT FURTHER RESOLVED, that the Bureau of Technology Services and PDC are authorized to coordinate and negotiate the use of City owned public safety radio towers, related equipment and other City property by the wireless network operator provided that use of such equipment and property will not interfere with the public safety or other operations of City government.
