RESOLUTION No. 36316

 

Authorize application to the Oregon Department of Transportation and the Oregon Department of Land Conservation and Development for several Transportation and Growth Management program grants in an amount up to $750,000 (Resolution)

 

WHEREAS,  the Oregon Department of Transportation (ODOT) and the Department of Land Conservation and Development (DLCD) are co-sponsoring a Transportation and Growth Management Program (TGM). The program includes grants to local governments to better integrate transportation and land use planning and develop new ways to manage growth to achieve compact pedestrian, bicycle, and transit-friendly urban development; and

 

WHEREAS,  the Portland Office of Transportation (PDOT) has existing programs aimed at implementing the State Transportation Planning Rule (TPR), implementing Portland’s Transportation System Plan (TSP), reducing traffic congestion, improving air quality, increasing multi-modal transportation opportunities, and improving livability for city residents; and

 

WHEREAS,  the Bureau of Planning (BOP) has existing programs aimed at managing growth, coordinating land use and transportation issues, implementing the Region 2040 Growth Plan, and improving livability for City residents. Specifically the Area and Neighborhood Planning program focuses on planning for a vital Central City and successful main streets, transportation corridors, light rail station areas, and regional and town centers; and

 

WHEREAS,  the Bureau of Planning and the Office of Transportation will work in a coordinated manner on behalf of the City of Portland during the grant application process. Each agency will be the lead agency for two grant applications. These grant applications are described below; and

 

WHEREAS,  PDOT will prepare a grant application to develop a streetscape plan for Inner SE Powell Boulevard, from the Ross Island bridgehead to I-205. The project will coordinate recommendations from the Powell/Foster Corridor Transportation Plan and complement the ODOT Powell Restoration Project; and

 

WHEREAS,  PDOT will prepare a grant application to develop a right-of-way plan for Outer SE Powell Boulevard, from I-205 to the City limits. The project will implement recommendations from the Powell/Foster Corridor Transportation Plan and result in recommendations for right-of-way configuration/width, access management, multi-modal improvements and phasing strategies; and

 

WHEREAS,  BOP will prepare a grant application to develop recommendations to amend the Comprehensive Plan and Zoning Map along Sandy Boulevard, from NE 54th Avenue to 82nd Avenue. PDOT will develop a streetscape plan for Sandy Blvd. The project will result in recommendations for transportation system improvements, Comprehensive Plan and zoning Map amendments to implement the community's vision and make Sandy a more successful main street; and

 

WHEREAS,  BOP will prepare a grant application to conduct station area planning or analysis along the Banfield and Burnside MAX line. This project will involve staff from both BOP and PDOT. The project will result in recommendations for Comprehensive Plan amendments, Zoning Map amendments, transportation system improvements and master street plans for selected Banfield and Burnside light rail station areas; and

 

WHEREAS,  this list of projects proposed for TGM grant applications will be reviewed with the City’s Pedestrian Advisory Committee, Bicycle Advisory Committee and Freight Advisory Committee; and

 

WHEREAS,  Resources in the PDOT and BOP budgets for FY 05-07 are available to supply matching funds; and

 

WHEREAS,  if one or more grants are approved by ODOT/DLCD, each award, with budgetary and work program implications, will be submitted to the City Council for the Council’s final approval and acceptance;

 

NOW, THEREFORE, BE IT RESOLVED, that the City of Portland authorizes the Portland Office of Transportation and Bureau of Planning to submit applications to the Oregon Department of Transportation and the Oregon Department of Land Conservation and Development for four (4) Transportation and Growth Management Program grants in an amount not to exceed $750,000.00; and

 

BE IT FURTHER RESOLVED, that the Mayor is authorized to provide such information and assurances as are required for the grant application period.
