RESOLUTION No. 36312

 

Direct Portland Parks and Recreation to develop two separate Request for Proposals to quantify and begin to address noise concerns in North Portland (Resolution)

 

WHEREAS, citizens in North Portland have vocalized their concerns to Council that Noise emanating into their neighborhoods from a variety of sources, including but not limited to Portland International Raceway (PIR), has not been adequately studied within long term planning goals for their neighborhoods and City;

 

WHEREAS, City Council has recognized that a significant portion of the limited resources of the Noise Control Department have been focused on the dense residential neighborhoods primarily close to the central core of our City;

 

WHEREAS, the variety and number of events at PIR have changed over the last decade and the impact of the noise from these changes has not been closely analyzed to determine future planning or noise mitigation in the community;

 

WHEREAS, the community in North Portland has vocalized that they are impacted by a broad variety of mechanical and industrial sound sources;

 

WHEREAS, this new body of work is intended to quantify and to begin to address the noise pollution concerns in North Portland and thereby demonstrates the City Council’s commitment to address Noise issues as they arise throughout the City;

 

WHEREAS, an effective and broad ranging community survey of the North Portland residents about the priorities for mitigating Noise in their community has not been completed in at least the last ten years, if at all;

 

WHEREAS, the results of a new community survey on the opinions of the public on the impacts of the variety of existing noise sources can be used to focus future planning efforts and engineering work to mitigate sound emanating into North Portland.

 

NOW THEREFORE, BE IT RESOLVED, that the City Council directs Portland Parks and Recreation and the Bureau of Planning to coordinate with the Noise Control Department and to return to Council within a month with the parameters and associated costs of a Request for Proposals (RFP) to complete a representative community survey on the impact of noise. The survey will focus on the opinions and priorities of all of the North Portland Neighborhoods in regards to the primary sources of regional noise pollution.

BE IT FURTHER RESOLVED, that the City Council directs Portland Parks and Recreation and the Bureau of Planning to coordinate with the Noise Control Department and to return to Council within a month with the parameters and associated costs of an RFP to work with a licensed Acoustical Engineering firm to complete a community noise survey to study the impact of the full variety of events occurring at the PIR

 

BE IT FURTHER RESOLVED, that the Office of Management and Finance is directed to provide technical assistance to help develop a method to finance the proposed community noise opinions survey and the community noise data collection survey.
