RESOLUTION No. 36311

 

Limit Global Events Group warm ups for race cars at Portland International Raceway from 9:00 a.m. to 10:00 a.m. on Sunday, June 19, 2005 (Resolution)

 

WHEREAS, citizens in North Portland have expressed their concerns to Council that Noise emanating into their neighborhoods from a variety of sources, especially from Portland International Raceway (PIR), has not been adequately studied to set long term planning goals for their neighborhoods and City;

 

WHEREAS, Portland Parks and Recreation and the Noise Control Department of the Office of Neighborhood Involvement have not specifically collected community noise level data from Champ Car warm ups to better analyze the impact on the community.;

 

WHEREAS, Global Events has produced this event for the last 21 years and has been a cooperative partner in working with the City in the past;

WHEREAS, the Champ Car Event is broadcast live to 110 countries world-wide and offers a positive vision of Portland and helps to attract tourist dollars to the City.

 

WHEREAS, the permission to perform warm ups starting at 9 a.m. on Sunday June 19, 2005 will permit promoter, Global Events, to move forward with plans for the live broadcast of the 2005 Champ Car race event, while offering the promoter adequate time to coordinate with any potential 10 a.m. start times for warm ups in future years.

 

WHEREAS, Portland City Council will be considering a resolution to quantify and begin to address noise concerns in North Portland.

 

NOW THEREFORE, BE IT RESOLVED, that the City Council directs Portland Parks and Recreation to permit the Champ Car event on Sunday June 19, 2005 to begin warm up of the Champ Cars at 9 AM and to continue until the race begins at 10 AM.

BE IT FURTHER RESOLVED, that the City Council directs Portland Parks and Recreation to coordinate with the Noise Control Department to collect community noise data from the Champ Car warm ups for use in future community noise survey work proposed by City Council.
