RESOLUTION No. 36307

 

Recognize the public benefits and efforts of the Portland Bureau of Parks and Recreation, Portland Public Schools, Boys and Girls Club of Portland and the Housing Authority of Portland to plan and design of a community campus in conjunction with the New Columbia Project (Resolution)

 

WHEREAS, the Housing Authority of Portland’s renovation of Columbia Villa, with grants from HUD and the City of Portland, is under construction and will welcome home former residents beginning in May 2005; and

 

WHEREAS, the New Columbia Project expects to house a mixed income community, including rental and for-sale homes, for approximately 2,600 persons, of whom 500 will be elementary school children; and

 

WHEREAS, Portland Public Schools and the Housing Authority of Portland seek to replace the inadequate Ball Elementary School with a new school on the New Columbia site; and

 

WHEREAS, the Boys and Girls Club of Portland proposes to open a new club to be constructed in conjunction with the new school and to share in the use of the facility, its construction and operating cost; and

 

WHEREAS, Portland Parks & Recreation operates the University Park Community Center adjacent to the school site and intends to construct a new gymnasium for shared use by the school, Boys and Girls Club and the larger community; and

 

WHEREAS, providing a broader range of services to benefit the children and their families in the area is a highly desirable outcome of the new facility, by providing programs before and after school, by sharing spaces with a proposed Boys and Girls Club, by co-locating the school adjacent to the University Park Community Center, and by designing space for family resource programs and activities into the school facility so that the school and its campus, through these partnership arrangements, become a community resource center; and

 

WHEREAS, there has been extensive public participation in the development of the master plan; and

 

WHEREAS, the collaboration, shared use and cooperation will reduce construction cost, support ongoing operations and therefore model new approaches to providing vital services.

 

NOW THEREFORE, BE IT RESOLVED, that the Portland City Council approves this innovative approach to addressing the need for public services and facilities in these challenging times and supports the intent of the Community Campus Master Plan.
