RESOLUTION No. 36302
Adopt the Milwaukie/North Clackamas Enterprise Zone Boundary Amendment (Resolution)
WHEREAS, Clackamas County, the City of Milwaukie and the City of Portland have been partners in Milwaukie/North Clackamas Enterprise Zone since December 4, 1997.; and
WHEREAS, the Enterprise Zone program provides a financial incentive for industrial businesses to invest in expanding facilities and equipment, hiring more employees and paying better wages with benefits; and
WHEREAS, the program offers three to five-year property tax exemptions to qualified industrial businesses in the Milwaukie and Clackamas Areas located within the Milwaukie/North Clackamas Enterprise Zone (see Attachment A).; and
WHEREAS, the designation of an enterprise zone does not grant or imply permission to develop land within the Zone without complying with all prevailing zoning, regulatory and permitting processes and restrictions of any and all local jurisdictions; nor does it indicate any public intent to modify those processes or restrictions, unless otherwise in agreement with applicable comprehensive land use plans; and
WHEREAS, this Enterprise Zone and the three to five year property tax exemption that it offers for new investments in plant and equipment by eligible business firms are critical elements of regional efforts to increase employment opportunities, to raise local incomes, to attract investments by new and existing businesses and to secure and diversify the local economic base; and
WHEREAS, the Portland Development Commission supports the economic development efforts of our Regional Economic Development Partners; and
WHEREAS, the Milwaukie/North Clackamas Enterprise Zone contains 3 tax lots located within the City of Portland, 12E 30BA 05000, 05001and 05100 located with a portion of the street address of 5001 SE Johnson Creek Boulevard; and
WHEREAS, the City of Portland tax lots mentioned above are within the current location of a portion of the Precision Cast Parts Corporation’s Titanium Plant and were included within the Milwaukie/North Clackamas Enterprise Zone to provide an incentive future expansion opportunities for their business since the facility is primarily located within the City of Milwaukie; and,
WHEREAS, The City of Milwaukie has requested a boundary expansion of 9.51 acres encompassed in 3 tax lots that were recently rezoned by the city for industrial use (see Attachment B); and
WHEREAS, the Portland City Council are agreed in supporting a change in the boundary of the Milwaukie/North Clackamas Enterprise Zone such that the amended Enterprise Zone would be configured according to the attached map adding the International Way area to the zone boundaries (see Attachment A); and
WHEREAS, the state of Oregon Enterprise Zone Program requires that Enterprise Zone boundary amendments be approved by all three partners in the program’s sponsoring governments, i.e., the Portland City Council; and
WHEREAS, Clackamas County and the City of Milwaukie have already approved resolutions supporting the Milwaukie/North Clackamas Enterprise Zone boundary expansion; and
WHEREAS, the Portland City Council may designate such approval in the form of an Resolution;
THEREFORE, BE IT RESOLVED THAT the Portland City Council approves the amendment of the Milwaukie/North Clackamas Enterprise Zone; and, be it
FURTHER RESOLVED that this Resolution shall become effective immediately following its adoption.
