ORDINANCE No. 179114

*Accept a grant from the U.S. Department of Housing and Urban Development in the amount of $198,820 for the Portland Streetcar Eastside Extension Project (Ordinance)

The City of Portland ordains:

Section 1.  The Council finds:

1.  The City of Portland has been designated in the Consolidated Appropriations Act of 2004 (PL-108-199) (the Act) to receive a grant in the amount of $198,820 from the Economic Development Initiative (EDI) account in the U.S. Department of Housing and Urban Development (HUD) for the Portland Streetcar Eastside Extension Project (Project).

2.  The Project is specified in the Conference Report accompanying the Act (H.R. 108-401) as #B-04-SP-OR-0632.

3.  No match is required by this grant. The grant requires that no more than 20% of the grant amount be used for planning, management development or administration.

4.  On December 15, 2004, City Council passed Ordinance No. 178976 authorizing an application to HUD for the grant.

5.  The City has received notification from HUD that the grant has been approved.

NOW, THEREFORE, the Council directs:

a.  The Mayor is hereby authorized to accept on behalf of the City of Portland a grant from the U.S. Department of Housing and Urban Development in the amount of $198,820.

b.  The Transportation FY 2004-05 budget will be adjusted in the upcoming spring Budget Monitoring Process.

Section 2. The Council declares that an emergency exists since a delay in accepting the funds will adversely impact the project schedule and budget; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
