ORDINANCE No. 179048
*Authorize contract with Ecology and Environment, Inc. in the amount of $152,805 to develop a chemical, biological, radiological, nuclear or explosive regional incident response plan (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The City of Portland solicited bids for a Professional, Technical and Expert Service
Consulting Contract for CBRNE (Chemical, Biological, Radiological, Nuclear or Explosive) Plan – RFP No. OEM003, on October 1, 2004.
2. Request for Proposals were solicited from interested individuals, businesses, and organizations who met qualifications to develop a Portland, Oregon Urban Area Security Initiative (UASI) Regional Incident Response CBRNE Plan for the City of Portland, Multnomah, Clackamas, Columbia, and Washington counties in Oregon and Clark County, Washington.
3. Bid proposals were submitted to the City of Portland on October 19, 2004, selection procedures outlined by the City of Portland Purchasing Department were followed and a contractor was selected to carry out tasks outlined in the Contract – Scope of Work
4. This plan must prepare the UASI jurisdictions to respond to Weapons of Mass Destruction involving Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) devices.
5. The CBRNE plan must be completed by June 30, 2005
6. The Federal Government has made funds available to the Portland, Oregon urban area to develop a plan for terrorism prevention, mitigation, preparedness, response, and recovery activities. The funding is provided under the Department of Homeland Security (DHS) Urban Area Security Initiative (UASI-04)grant, accepted by the City of Portland Council on
June 16, 2004.
7. The State of Oregon approved up to $250,000.00 for the initiative.
8. The contract amount for the Regional CBRNE Plan totals $152,805. 00.
NOW, THEREFORE, the Council directs:
a. The Portland City Council to approve the contract in a form substantially in accordance with the contract attached as Exhibit A between the City of Portland and Ecology and Environment Inc. for $152,805.00 to develop the Regional CBRNE Plan.
Section 2. The Council declares that an emergency exists due to the limited time frame for the Contractor to fulfill its Scope of Work as stated in the Contract between the City and the Contractor.
