ORDINANCE NO. 179047

 

*Authorize an agreement between Emmanuel Community General Services, Inc. and the City for use of Local Law Enforcement Block Grant funds. (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  The Bureau of Justice Assistance has awarded the City of Portland Police Bureau a Local Law Enforcement Block Grant for 2004-2006. One of the Program Purpose Areas under this grant is crime prevention. The City of Portland wishes to continue a partnership with Emmanuel Community General Services Inc (ECGS) to support the EMBRACE program.

 

2.  ECGS EMBRACE program provides services to young men and women who are re-entering society after being incarcerated. Through mentorship, group and individual counseling this program provides supportive services, assistance, and advocacy for men and women ages 18-30.

 

3.  The City of Portland Police Bureau agrees to pay a total not exceed $15,113.00 to be used to support staff positions and other costs of administration of the EMBRACE Program upon receipt of invoices. The agreement shall be in effect October 1, 2004 through December 30, 2006 unless otherwise terminated or extended.

 

4.  Emmanuel Community General Services, Inc. agrees to submit the reports and financial statements required by this agreement by the City of Portland Police Bureau and/or the Bureau of Justice Assistance, Local Law Enforcement Block Grant program.

 

NOW, therefore, the Council directs:

 

a.  The Mayor is authorized to sign an agreement for services between the City of Portland and the Emmanuel Community General Services, Inc.

 

Section 2. The Council declares that an emergency exists in that delay in proceeding with the agreement will deprive the City of Portland of crime prevention services under this agreement; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
