* Authorize contract with Portland General Electric Company for unmetered service for Portland Streetcar Arrival Time reader boards (Ordinance)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  On July 20, 2001, Portland Streetcar began revenue service on an alignment between Good Samaritan Hospital in Northwest Portland to Portland State University.

 

2.  On October 31, 2001, the City Council passed Ordinance 176036 authorizing an agreement with NextBus Information Systems, Inc. to provide equipment and services to provide real-time arrival information for Portland Streetcar.

 

3.  The NextBus system for Portland Streetcar is called Streetcar Arrival Time and became operational in early 2002.

 

4.  The reader boards at two stop locations have been located in buildings nearby and the Portland Office of Transportation (PDOT) and Portland Streetcar, Inc. (PSI) have determined that this is a less than optimal situation.

 

5.  Additionally, PDOT and Portland State University are adding a shelter and signage at the SW Market stop on the Park Blocks.

 

6.  Electrical service will be required at these three locations and Portland General Electric Company (PGE) also desires to recognize by agreement service at two existing stop locations.

 

7.  Power usage at each of the stop locations will be very minimal, not warranting metered service.

 

8.  PGE has monitored other sites and has calculated that the monthly usage at each new stop location will be 53 kWh, which will be the basis for the monthly billings to Portland Streetcar.

 

NOW, THEREFORE, the Council directs:

 

a.  The Director of the Office of Transportation and the Auditor are hereby authorized to enter into an agreement with Portland General Electric Company substantially in accordance with the agreement attached to the original of this Ordinance and, by reference, made a part hereof.

 

b.  Monthly billings for unmetered service will be paid by Portland Streetcar, chargeable to the Transportation Fund, AU 159, Section 42, Activity 002, Project 61044, Account Number 522000.

 

Section 2. The Council declares that an emergency exists because a delay could result in a gap in the time between when the reader boards are installed and when they are operational, which would be an inconvenience to Portland Streetcar customers; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
