7.  BACKGROUND/ANALYSIS

The Lambert Trunk Relief and Reconstruction Project is a project identified during the Insley Basin and Taggart A Basin (Sewer) Predesign Study, BES Project No. 5614. The Predesign study assessed the overall physical condition of the system, and identified the best alternatives to mitigate basement flooding during large storm events. Pipe upgrades and reconstruction of sewers was deemed the most cost effective solution to mitigate basement flooding problems. This project has been coordinated with the City’s CSO Program. There are no legal issues.

Nearly all work will take place within the City’s Rights of Way. Construction plans on privately owned land have been coordinated with landowners and all necessary access agreements have been acquired by the Engineer through the City’s Rights of Way Office. Traffic controls will be in place to direct non-local traffic around the work area. Minor traffic delays may be experienced during non-peak hours, as lanes may be temporarily redirected around construction. Completion of this project will fulfill the City’s policy of protecting health and safety.

The public has been informed through information flyers that describe the project in terms of purpose, impact to traffic and schedule. Meetings have also been conducted with residents and property owners that will be impacted by the work. A pre-construction meeting will be held prior to construction to provide the community with the final construction schedule submitted by the Contractor.

 All relevant city bureaus and private utility companies sharing the City of Portland rights of way have reviewed the plans for this project and have reported any apparent conflicts. Conflicts with the City of Portland Water Bureau utilities and Northwest Natural Gas utilities have been identified and plans to resolve conflicts have been developed. All parties involved have agreed to resolve all conflicts prior to construction of this project.

8.  FINANCIAL IMPACT

The Lambert Trunk Relief and Reconstruction Project has been approved by the Bureau of Environmental Service’s Capital Improvement Program Group for construction in FY 2005/06.

9.  RECOMMENDATION/ACTION REQUESTED
