ORDINANCE NO. 179042
* Authorize subrecipient contract with the Council for the Homeless for $103,000 to continue the development of Bridges to Housing to provide housing and supportive services for homeless families in the Portland/Vancouver Metropolitan area and provide for payment (Ordinance)
The City of Portland ordains:
SECTION 1. The Council finds that:
1. The CITY is entitled to receive Economic Development Initiative Special Project Grant (EDI) funds from the Federal Department of Housing and Urban Development (HUD).
2. Funding these activities meets the goals and objectives of the Bureau of Housing and Community Development (BHCD).
3. BHCD is currently the lead agency for a group of jurisdictions and housing authorities with the goal of promoting a regional approach to affordable housing planning and program/resource development.
4. The City Council has provided for funding for this activity through an allocation of EDI funds for the FY 2003-04 Housing and Community Development Budget in the amount of $103,000.
NOW, THEREFORE, the Council directs:
a. The Commissioner-in-Charge is hereby authorized to enter into an agreement with Council for the Homeless to continue the development of the Bridges to Housing that will provide housing and supportive services for homeless families in a form substantially in accordance with the agreement attached as hereto Exhibit A.
b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Bureau of Housing and Community Development EDI Fund.
Section 2. The Council declares that an emergency exists because delay in funding would interrupt Council for the Homeless’ ability to develop Bridges to Housing Model; therefore, this ordinance shall be in force and effect from and after its passage by Council.
