ORDINANCE NO. 179035

 

* Amend the subrecipient contract with Portland Development Commission by an additional $8,738,409 for a total of $17,644,308 and provide for payment. (Ordinance; amend Contract No. 35493)

 

The City of Portland ordains:

 

RECITALS:

 

1.  The City Council approved Contract No. 35493 with the Portland Development Commission for the fiscal year 2004-2005 to administer housing and economic development programs that primarily benefit low- and moderate-income residents. The total base contract was for $8,905,899 of which $5,509,032 was from the City’s Community Development Block Grant (CDBG) budget and $3,396,867 was from the City’s HOME Program budget.

 

2.  The City now intends to increase the base budget of the fiscal year 2004-2005 contract by $20,000 for to administer the Federal Economic Development Initiative (EDI) and 108 loan programs.

 

3.  The City now intends to allocate additional carryover funding from fiscal year 2003-2004, via the Supplemental Budget, providing $2,210,792 of CDBG funds for community facilities, brownfield remediation, single-family rehabilitation activities, multi-family housing acquisition and rehabilitation projects, and economic development activities.

 

4.  The City now intends to allocate additional carryover funding from fiscal year 2003-2004, via the Supplemental Budget, providing $6,507,617 of HOME funds for affordable rental housing development projects.

 

5.  The Council now desires to amend Contract No. 35493 with the Portland Development Commission so that the Commission can carry forth these activities. The contract budget will be increased by $2,230,792 in CDBG funds and $6,507,617 in HOME funds for an amended contract total of $17,644,308.

 

6.  Additionally, the Council now desires to amend Contract No. 35493 with the Portland Development Commission to incorporate changed administrative language within the Agreement.

 

 

NOW, THEREFORE, the Council directs:

a. The Mayor is hereby authorized to amend the Contract No. 35493 with PDC in a form substantially in accordance with the agreement attached as Exhibit A (attached to original ordinance only).

 

b. The Mayor and City Auditor are hereby authorized to pay for said contract amendment from the Community Development Block Grant fund and HOME fund.

 

Section 2. The Council declares that an emergency exists because delay in funding would interrupt PDC's ability to provide needed housing and economic development services; therefore, this ordinance shall be in force and effect from and after its passage by Council.
