ORDINANCE No. 179034

 

Authorize a subcontract agreement with Drake University to accept $16,000 to support the work of the Portland-Multnomah Food Policy Council (Ordinance)

 

The City of Portland ordains:

 

Section 1 the Council finds that:

 

1.  In May, 2002 the City of Portland and Multnomah County established the Food Policy Council as a subcommittee of the Sustainable Development Commission. It was charged with providing advice on issues of food production and distribution that have local impacts on public health, land use, economy and quality of life.

 

2.  On October 29, 2003, Council accepted the Food Policy Council’s recommendations to promote, support and strengthen a healthy regional food system. Council also supported continuation of the Food Policy Council to implement its recommendations and provide further advice. Areas addressed in the recommendations included neighborhood planning for food access, summer food programs for kids, institutional purchasing practices, support for farmers’ markets and the public market, and advising Council on land use policies.

 

3.  Drake University, through a partnership agreement with the US Department of Agriculture, supports the work of food policy councils in several states. On January 21, 2004, the Council authorized the Mayor to sign a subcontract agreement with Drake University to support the work of the Portland-Multnomah Food Policy Council.

 

4.  Drake University proposes to execute a new subcontract agreement to continue and expand support for the Portland-Multnomah Food Policy Council. The funding will support a Food Policy Council internship program, outreach events and printing.

 

5.  Partnership with Drake University will expand access to national expertise and resources on food policy.

6.  Volunteer time valued at $1,600 is included as the local match for this agreement.

 

NOW THEREFORE, The Council directs:

 

a.  The Mayor is hereby authorized to enter into an agreement with Drake University, accepting $16,000 to support work of the Portland-Multnomah Food Policy Council. The Mayor is also authorized to execute Exhibit C, Assurances, which is the City’s consent and agreement to the applicability of various federal law requirements governing these funds and this program.

 

b.  The FY 2004-05 Budget is hereby amended as follows
