PROGRAM GUIDELINES

 

Guidelines for bureaus

 

■  Individual bureaus must design work experience programs suited to its own capacity to manage; must employ an eligible Portland youth at a minimum of 25 hours per week following existing human resources guidelines.

■  Bureaus must commit to a program with a minimum duration of four weeks occurring at least once in a calendar year.

■  Participating bureaus will do sufficient outreach formally notifying social service agencies, those dealing with youth and workforce issues, of upcoming opportunities for youth to participate; thereby engaging qualified youth employment organizations for assistance in identifying disconnected youth and/or to seek assistance working with a young person to increase the number of potential applicants.

■  Bureaus will fill out employee evaluations or conduct reviews of employees that fall under this program

■  Bureaus will work with BHR to determine ability to program work experience and/or evaluate for improvements as necessary on an annual basis.

■  Bureaus must compensate participants at a rate of no less than $7.50/per hour; to increase with the rate of inflation indexed to the CPI.

 

Definition of eligible youth

Resident of the city of Portland, 16-24 years old, household income that is at or below 50% of the HUD Portland Area Median Income, and (one or more of the following:)

■  Youth is receiving or is a member of a family that is receiving or recently received Temporary Assistance for Needy Families or Aid to Families with Dependent Children or Supplemental Security Income

■  Youth is a 16-24 year old member of a family that is receiving or has received food stamps in the last six months

■  Youth is a custodial parent

■  Youth is a high school drop-out

■  Youth is an adjudicated youth.

 

“Qualified” youth employment organization criteria

Organization that is qualified and funded to operate youth employment and training programs by Worksystems, inc.

 

All bureaus should evaluate their own capacity to program work experiences and submit written recommendations to BHR informing BHR as to their ability to program work experience opportunities. BHR shall report on the programmed Work Experience for that year to Council. This evaluation shall be performed by bureaus for submission to BHR annually at the beginning of the calendar year (January). (In the first year 2005, evaluations and recommendations by bureaus shall take place in May. Responsibility for requesting bureaus to make recommendations in May 2005 will be taken by Commissioner Randy Leonard. Thereafter, in the month of January responsibility for the requesting recommendations will fall to BHR.)
