ORDINANCE NO. 179028

*Authorize an agreement with the Metropolitan Police Department of Washington D.C., the United States Attorney for the District of Columbia, the United States Marshals Service, the Clackamas County Sheriff Office, the Hillsboro Police Department and the Vancouver Washington Police Department to provide officers to assist with security for the 2005 Presidential inauguration (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

 1.  The Metropolitan Police Department of Washington DC (MDP) has requested that we provide 40 officers to assist with security as part of the Presidential Inauguration Task Force (PITF) for the January 20, 2005 presidential inauguration.

 2.  The City agrees to provide 20 officers and accept officers from the Clackamas County Sheriff’s Office, the Hillsboro Police Department and the Vancouver Washington Police Department as members of our contingent for participation in the PITF.

3.  Each of the respective agencies will be responsible for paying the personnel costs of their officers participating in the PITF. The MPD agrees to reimburse the respective agencies for the travel and living expenses of the officers while participating in the PITF.

NOW, therefore, the Council directs:

a.  The Mayor and City Auditor are hereby authorized to enter into and sign the agreement attached as Memorandum of Understanding.

Section 2. The Council declares that an emergency exists because delay in proceeding with this agreement will unnecessarily deprive the City of Portland and Metropolitan Police Department of Washington DC of the mutual benefits of this agreement; therefore this ordinance shall be in force and effect from and after its passage by the Council.
