ORDINANCE NO. 179027

 

* Accept Intergovernmental Subrecipient Contract with Multnomah County, Office of Schools and Community Partnerships for homelessness, public safety, youth and housing projects for $1,568,845 and provide for payment (Ordinance)

 

The City of Portland ordains:

 

SECTION 1. The Council finds that:

 

1.  The City's adopted FY 04-05 budget for the Housing Investment Fund, General Fund, HOME funds and Community Development Block Grant (CDBG) Funds contains a number of programs in which Multnomah County administers services. These projects are in the area of homelessness, public safety, youth employment and involvement, and housing.

 

2.  The homeless programs fall into the areas of services for homeless adults, homeless youth, homeless families, homelessness prevention, and emergency assistance; funding sources for these projects are CDBG, General Funds and Payment In Lieu of Taxes. Homeless programs to be administered by Multnomah County total $1,195,263.

 

3.  The public safety programs fall in the area of youth gang prevention and intervention. Public Safety programs to be administered by Multnomah County total $89,418 in CDBG.

 

4.  The youth employment and involvement program consists of $184,576 for the YEEP Coalition in City General Funds.

 

5.  The housing program is focused on the development of rental housing and is funded by $99,588 in HOME Investment Partnership Program Funds.

 

6.  The Council now desires to contract with Multnomah County to undertake projects in the aforementioned program areas.

 

NOW, THEREFORE, the Council directs:

 

a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Multnomah County Community and Family Services for the Omnibus Contract in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).

 

b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Community Development Block Grant, Housing Investment Funds, PILOT, HOME and General Funds.

 

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Multnomah County, Office of School and Community Partnerships' ability to provide services under the Omnibus Contract; therefore, this ordinance shall be in force and effect from and after its passage by Council.
