ORDINANCE NO. 179024

 

* Amend contract with Cascade AIDS Project by providing $21,420 in additional funding for a total of $492,846 to pay for project-based rent assistance and provide for payment. (Ordinance; amend Contract No. 35422)

 

The City of Portland ordains:

 

SECTION 1. The Council finds that:

 

1.  The City has been awarded funds from the Housing Opportunities for Persons with AIDS (HOPWA) program of the U.S. Department of Housing and Urban Development to fund projects to assist individuals with HIV/AIDS within a seven-county area known as the Portland EMA.

 

2.  Cascade AIDS Project will provide social services to the three HIV/AIDS tenants living in NHA units. They will administer the project-based rent assistance on behalf of the tenants in order to adhere with Housing and Urban Developments (HUD) the HOPWA rent standard.

 

3.  Cascade AIDS Project has the experience and capacity to provide these services and administer these funds.

 

4.  The Portland EMA HIV/AIDS Housing Committee recommended funding of this program. Funding for this Agreement is available in the FY 2004-05 BHCD budget from HOPWA.

 

5.  Contract No. 35422 with Cascade AIDS Project should be amended to provide an additional $21,420 for a contract total of $492,846 to provide funding for project-based rent assistance at three floating NHA units. The units may float between Newell Creek Village in Clackamas County, Autumn Park in Clackamas County, or Spring Water Commons in Multnomah County.

 

NOW, THEREFORE, the Council directs:

a. The Commissioner of Public Works is hereby authorized to amend Contract No. 35422 with Cascade AIDS Project for the Cascade Aids Project HIV/AIDS Housing Program in a form substantially in accordance with the agreement attached as Exhibit A (attached to original ordinance only).

 

b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Housing Opportunities for Persons With Aids Fund.

 

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Cascade AIDS Project's ability to provide the Cascade Aids Project HIV/AIDS Housing Program; therefore, this ordinance shall be in force and effect from and after its passage by Council.
