ORDINANCE No. 179020

 

 

* Authorize an Intergovernmental Agreement with the Oregon Department of Transportation to receive $495,000 of Hazard Elimination System Program funds for design and construction of traffic signals and pedestrian crossing improvements at the intersections of NW St Helens Highway and NW 105th and 107th Avenues (Ordinance)

 

 

The City of Portland ordains:        

 

Section 1.  The Council finds:

 

1.  In the spring of 2003, the Linnton Neighborhood Association contacted the Oregon Department of Transportation regarding traffic issues along Highway US 30 through the Linnton Community, particularly related to pedestrian crossing safety.

 

2.  In the summer of 2003, representatives of the Portland Office of Transportation and Oregon Department of Transportation met with representatives of the Linnton Neighborhood Association to discuss the safety issues identified by the neighborhood.

 

3.  To address the pedestrian crossing safety issues, the Oregon Department of Transportation and the Portland Office of Transportation (PDOT) agreed to fund traffic signal upgrades at 105th and 107thAvenues, curb extensions, illumination and other pedestrian crossing improvements through the federally funded Safety Hazard Elimination Program.

 

4.  PDOT has the resources in its existing budget to provide for the local match requirement ($55,000) of this grant.

 

 

NOW, THEREFORE, the Council directs:

 

a.  The Commissioner of Public Utilities and the Auditor are authorized to enter into an Intergovernmental Agreement between the Oregon Department of Transportation and the Portland Office of Transportation, similar in form to the agreement attached to the original of this Ordinance, and by reference made a part hereof.

 

Section 2. The Council declares that an emergency exists because it is necessary that the intergovernmental agreement herein authorized may be entered into and construction of the improvements may commence without delay; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
