ORDINANCE NO. 179018

 

*Authorize an Intergovernmental Agreement with the Multnomah County, Department of County Human Services for the City to fund a portion of the salary of the County Domestic Violence Coordinator (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  Multnomah County and the City wish to maintain and enhance a coordinated response to domestic violence in Multnomah County.

 

2.  The County Department of County Human Services employs a Domestic Violence Coordinator working with the Family Violence Coordinating Council. The Council has regular monthly meetings and Committees to provide information to members and interested community members or agencies, and to provide an opportunity for joint problem solving and networking.

 

3.  The Council has been meeting for 15 years to develop and implement strategies to more effectively intervene in domestic violence. Membership of the Committee includes Portland Police Bureau Domestic Violence Reduction Unit, Multnomah County Sheriff's Office, District Attorney's Office, Department of Adult and Juvenile Community Justice Services, Family Court personnel, Multnomah County Legal Aid Services, domestic violence victim programs, agencies providing medical care, Department of Health, United Way, and others.

 

4.  The Police Bureau agrees to fund .36 of the domestic violence coordinator’s salary not to exceed $35,789.

 

5.  This agreement shall be effective from July 1, 2004 to June 30, 2005 and may be extended upon written agreement of both parties. The agreement may be terminated upon 30 days written notice from either party.

 

NOW, therefore, the Council directs:

 

a.  The Mayor and City Auditor are hereby authorized to enter into the agreement between Multnomah County and the City of Portland as detailed in the attached intergovernmental agreement.

 

Section 2. The Council declares that an emergency exists because delay in proceeding with this agreement will unnecessarily deprive Multnomah County and the City of Portland of the mutual benefits of this agreement; therefore this ordinance shall be in force and effect from and after its passage by the Council.
