Subject: Ordinance to approve Contract Amendment No. 2 to Contract No. 34320 with Emmons Architects for completion of architectural and engineering services for the design and construction of Fire Station 27.
Attached is an ordinance to increase Emmons Architects’ Contract No. 34320 by $23,058 for the subject project. The original contract with Emmons Architects was for $156,328, this is a total increase of $71,010 or 45%.
This amendment increases the total contract amount to $227,338. The increase in the contract amount is due to additional architectural and engineering services required for the design and construction of Fire Station 27 as a result of extended work with neighbors of the site and Multnomah County to receive a Conditional Use Permit.
The siting and Conditional Use processes for Station 27 have been long, complex and contentious. We have, at the direction of the Fire Bureau and Commissioners Francisconi and Sten, worked closely with the affected neighborhood associations and the closest neighbors to review alternate sites and then to develop a plan at the current site which meets both the needs of the Fire Bureau and the concerns of the neighbors and Multnomah County. This effort has taken over two and a half years, and required substantial additional services by both our land use consultant and the A/E team. Stuart Emmons and his group have performed admirably; this amendment represents a reasonable compensation for the additional time spent and results in a total A/E contract amount that is comparable to other, less complex fire stations.
The additional services include the following:
• Additional consultant hours expended on work for the Multnomah County Conditional Use permit application.
• Additional consultant team hours expended as a result of the extension of the start of bidding and construction of the project.
• Additional reimbursable expenses for documents for Conditional Use submittals.
This amendment can be accommodated within the project’s existing budget.
