ORDINANCE NO. 178991
*Authorize Intergovernmental Agreement with Clackamas County Sheriff, Washington County Sheriff and the Clark County Washington Sheriff to create a Metropolitan Air Support Unit (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Police Bureau has one airplane and approval to purchase a second airplane.
2. The Bureau operates an Air Support Unit that uses the planes for investigations and coordination of efforts when responding to incidents.
3. The City has a Master Inter-local Mutual Law Enforcement Assistance Agreement. The Metropolitan Air Support Unit (MAST) will be an extension of the Mater Inter-local Mutual Law Enforcement Assistance Agreement which will allow the inter-local partners to have access to the Portland Police airplanes.
4. Under MAST the other jurisdictions will pay for the air-time, an hourly rate calculated by the Police Bureau, they use and provide their own personnel when possible to carry out their missions.
5. This agreement becomes affective on the date all parties have signed the agreement and will last for two years from that date. The agreement will automatically renew the first day of January in following years.
NOW, therefore, the Council directs:
a. The Mayor and City Auditor are hereby authorized to sign the attached Intergovernmental Agreement for Mutual Law Enforcement Assistance Agreement Metropolitan Air Support Unit.
Section 2. The Council declares that an emergency exists because delay in proceeding with this agreement will unnecessarily deprive the parties to the MAST agreement of the mutual benefits of this agreement; therefore this ordinance shall be in force and effect from and after its passage by the Council.
