SUBJECT:  Establish a New Nonrepresented Classification - Accounting Policy Manager

The attached Ordinance creates a new classification of Accounting Policy Manager, in order to classify a position in the Bureau of Financial Services within the Office of Management and Finance. This classification is necessary in order to appropriately classify and compensate the position.

Background

This classification is being established to classify a position in the Bureau of Financial Services which will be responsible for: planning, organizing and managing the development and implementation of Citywide accounting policies.

This classification is being created as a result of recommendations contained in the Financial Reporting and Compliance Project Final Report (the “Report”) that was presented to Council in February of this year. The Report was prepared in response to issues raised in the March 2003 management letter prepared by KPMG. At the time Council accepted the Report, an Ordinance was introduced and approved by Council amending City Code to support creation of a Controller position with broad authority and responsibility for stronger citywide compliance in the area of accounting and financial reporting. The position to be allocated to the new classification would report to the Controller and would be responsible for analyzing complex accounting issues, assessing the impact of emerging accounting standards and accounting best practices, and developing and implementing Citywide accounting policies.

The position to be reclassified to this new classifications is already authorized in the FY2004-05 Budget for the Office of Management and Finance and allocated to a classification at the same salary range as the new classification.

Recommendation

I recommend that the Mayor and City Council approve the creation of this new classification.
