SUBJECT:  Ordinance requesting approval of special assignment pay

 

The attached ordinance requests approval of special assignment pay for a non-represented employee in the Bureau of Environmental Services. Approval of this special assignment pay is appropriate in this instance to create a pay differential between a supervisor and a supervised employee who are in the same pay range.

 

Background

The Human Resources Administrative Rules on Compensation (Section 8.04) allow the Director of Human Resources to recommend special assignment pay differentials for the incumbents of positions who are assigned to supervise the work of one or more employees whose base salary is in the same or higher salary range as the supervisor. The amount of the pay differential may be up to ten percent (10%) above the top of the pay range for the incumbent’s classification for the duration of such assignment, unless rescinded sooner by the bureau or by the Human Resources Director. Such recommendations by the Human Resources Director, to pay special assignment pay, are subject to approval by the Council.

 

In this specific case, the Director of the Bureau of Environmental Services requested special assignment pay of 7.5% above the maximum of the Business Operations Manager (JCN 7112) classification range be paid to James W. Hagerman, a non-represented employee, as he supervises an employee in a classification in the same non-represented employee pay range. Both employees are at the top of their range. The Director of Human Resources has reviewed the request and recommends Council approve this pay adjustment.

 

Recommendation

Approve special assignment pay of 7.5% above the top of the incumbent’s pay range be paid to Jim Hagerman, as provided by the Human Resources Administrative Rules.
