*  Approve special assignment pay for a Bureau of Environmental Services non-represented employee. (Ordinance)

 

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  The Human Resources Administrative Rules on Compensation (Section 8.04) allow the Director of Human Resources to recommend special assignment pay differentials for the incumbents of positions who are assigned to supervise the work of one or more employees whose base salaries are in the same or higher salary range as the supervisor.

 

2.  Such recommendations by the Human Resources Director are subject to approval by the Council. The amount of the pay differential may be up to ten percent (10%) above the top of the pay range for the incumbent’s classification for the duration of such assignment, unless rescinded sooner by the bureau or by the Human Resources Director.

 

3.  The Director of the Bureau of Environmental Services requested special assignment pay of 7.5% above the maximum of the Business Operations Manager (JCN 7112) classification range be paid to James W. Hagerman, a non-represented employee, as he supervises an employee in a classification in the same non-represented employee pay range. Both employees are at the top of their range.

 

4.  The Director of Human Resources has reviewed the request and recommends Council approve special assignment pay of 7.5% above the top of the incumbent’s pay range be paid to Jim Hagerman, as provided by the Human Resources Administrative Rules.

 

NOW, THEREFORE, the Council directs:

 

a.  James W. Hagerman shall receive special assignment pay of 7.5% above the top of the incumbent’s pay range, as provided by the Human Resources Administrative Rules, effective July 1, 2004.

 

b.  Such special assignment pay shall continue for the duration of the assignment, unless rescinded sooner by the Bureau of Environmental Services or by the Human Resources Director.

 

Section 2.  The Council declares that an emergency exists in order that this compensation action may occur without delay; therefore, this ordinance shall be in force and effect from after its passage by the Council.
