ORDINANCE NO. 178668

* Accept an Intergovernmental Agreement with Clark County Department of Community Services for $10,000 to provide for housing services and outreach through Housing Connections and provide for payment (Ordinance)

The City of Portland ordains:

SECTION 1. The Council finds that:

1.  The City of Portland Bureau of Housing and Community Development implemented and developed the Housing Connections web site to assist renters in the Portland Metro Area find affordable housing.

2.  Housing Connections serves the four county area, including Clark County, WA. Services include outreach to renters and landlords about the use and value of the site.

3.  Clark County Department of Community services desires to expand public awareness of affordable housing opportunities in the Portland-SW Washington metro region and therefore desires to provide support and cooperation with the City of Portland for the Internet site Housing Connections.

4.  The Council now desires to contract with Clark County Department of Community Services to undertake projects in the aforementioned program areas.

NOW, THEREFORE, the Council directs:

a. The Commissioner of Public Works is hereby authorized to enter into a contract with Clark County in a form substantially in accordance with the contract attached as Exhibit A (attached to the original ordinance only).

b. The Mayor and City Auditor are hereby authorized to accept funding from Clark County Department of Community Services in the amount of $10,000, $5,000 of HOME funds and $5,000 of CDBG funds for the said services.

Section 2. The Council declares that an emergency exists because delay in funding would interrupt the City of Portland Bureau of Housing and Community Development’s ability to provide services under Contract; therefore, this ordinance shall be in force and effect from and after its passage by Council.
