RESOLUTION No. 36239
Renews the City of Portland and Police Bureau commitment to community policing (Resolution)
WHEREAS, the City Council reaffirms the definition of community policing it first adopted in 1989, and later adopted as the Vision statement for the Portland Police Bureau in 1996:
“Community policing recognizes a shared responsibility and connection between the police and community in making Portland a safer, more livable city. Community policing encourages a problem solving partnership between citizens and police. This partnership jointly identifies community safety issues, determines resources, and applies innovative strategies designed to create and sustain healthy, vital neighborhoods.”
WHEREAS, the City Council finds this definition of community policing to be as relevant and appropriate to policing in Portland today as it was in 1989; and
WHEREAS, the effective implementation of community policing cannot be viewed as the sole responsibility of the Police Bureau and requires active involvement and commitment of the City Council and all City bureaus to develop partnerships and work collaboratively with the community.
NOW, THEREFORE, BE IT RESOLVED, that the City Council reaffirms community policing as the guiding principle upon which the Police Bureau shall operate.
BE IT FURTHER RESOLVED, that after completing its community and employee based planning process, the Portland Police Bureau will bring forward the 2004-06 Community Policing Strategic Plan for adoption by October 2004.
