RESOLUTION  No. 36236

 

Accept the Stormwater Advisory Committee report on stormwater management policy recommendations for transportation-related development and develop an implementation workplan and process (Resolution)

 

WHEREAS,  the City is committed to reducing negative stormwater impacts to our rivers and streams and to protecting endangered salmonids; and

 

WHEREAS,  the City recognizes the need to control stormwater discharges from new and existing impervious surfaces to protect watershed health and vitality as described by River Renaissance; and

 

WHEREAS,  the development and implementation of stormwater standards for new development and redevelopment are requirements of the original (1995) and renewed (2004) Municipal Stormwater National Pollution Discharge Elimination System (NPDES) Permits; and

 

WHEREAS,  the City of Portland formed a Stormwater Policy Advisory Committee in 1996 to develop stormwater management policy recommendations for new development and redevelopment and reconvened a Stormwater Advisory Committee in 1999 to look at impacts from existing development; and

 

WHEREAS,  the Stormwater Advisory Committee has presented two reports to Council: one in April 2000 with recommendations on regulations for new development and redevelopment, including revisions to the City’s Stormwater Management Manual, and one in June 2002 with recommendations for actions to reduce impacts from existing development (June 19, 2002, Resolution No. 36077); and

 

WHEREAS,  the Stormwater Advisory Committee reconvened to address additional issues related to stormwater management for transportation-related development, and prepared a report of its recommendations.

 

NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portland, Oregon, that the Stormwater Advisory Committee's report on stormwater management recommendations for transportation-related development (attached as Exhibit A) is accepted; and

 

BE IT FURTHER RESOLVED that the City will develop a response report within nine months that will include tasks, priorities, and schedules to facilitate implementation of the recommendations, and develop an oversight process that will track the City’s ongoing response to the Stormwater Advisory Committee recommendations and provide periodic status reports to the Stormwater Advisory Committee; and

 

BE IT FURTHER RESOLVED that the Stormwater Advisory Committee will reconvene to address additional issues related to stormwater management, such as providing input on the Underground Injection Control (UIC) Permit and Management Plan, revising the Stormwater Management Manual, and identifying and addressing stakeholder concerns in the Stormwater Management Plan as directed by the additional public involvement requirements of the NPDES Municipal Stormwater Permit.
