RESOLUTION No. 36226

Accept the project submittals for the 2006-09 Metropolitan Transportation Improvement Program Transportation Priorities process (Resolution)

WHEREAS, Metro is responsible for the application and programming of the Transportation Priorities 2006-09 for allocation of regional flexible transportation funds for the federal fiscal years 2008 and 2009; and

WHEREAS, the regional Transportation Priorities 2006-09 process identifies prospective priority transportation projects and programs that compete for federal Surface Transportation Program (STP) and Congestion Management/Air Quality funding; and

WHEREAS, Metro anticipates allocating approximately $42 million of the STP and CMAQ grant funds region wide in 2006-09; and

WHEREAS, the City of Portland may submit transportation project funding requests that together total an amount of no more than 33.1 million; and

WHEREAS, the distribution of funds to projects is determined through a sophisticated ranking system that favors the principles of the Region 2040 land use patterns including the Centers, Main Streets and Industrial Areas; and

WHEREAS, the Office of Transportation, as coordinator for this effort, has solicited projects from other City bureaus, the Portland Development Commission, the Port of Portland and Multnomah County; and

WHEREAS, the projects submitted for federal funding requests through the Transportation Priorities 2006-09 program will contribute toward implementation of the City’s Transportation System Plan and support the Region 2040 Plan.

NOW, THEREFORE, BE IT RESOLVED, that the City of Portland recommends that the list of transportation and support projects provided in Exhibit A and attached hereto are the City of Portland’s project submittals for the Metro 2006-09 Transportation Priorities process; and

BE IT FURTHER RESOLVED, that the Council of the City of Portland directs the Office of Transportation to amend the Transportation System Plan during the next plan update to incorporate the projects listed in Exhibit A.
