RESOLUTION No. 36210

 

 

Designate Oaks Bottom Wildlife Refuge as a Migratory Bird Park with commitment to protect and enhance habitats for migratory birds (Resolution)

 

 

WHEREAS, the City of Portland authorized participation in U.S. Fish & Wildlife’s Urban Conservation Treaty for Migratory Birds on May 7, 2003 with Resolution No. 36135, thus demonstrating the city’s long-term commitment to the protection and conservation of migratory birds, and

 

WHEREAS, the Treaty program seeks to raise awareness of migratory birds in Portland’s urban ecosystem by promoting co-existence with migratory birds and other wild species through specific actions of stewardship, one of which is to designate an Urban Migratory Bird Park, and

 

WHEREAS, Oaks Bottom Wildlife Refuge is a large diverse natural area with a combination of open water, riparian, emergent wetland and upland habitats that are important for nesting, wintering, resting and re-fueling to more than 120 species of birds including unusual species for the Portland area, and

 

WHEREAS, through existing partnerships with Audubon Society of Portland, US Fish & Wildlife, Bureau of Environmental Services, the City’s Endangered Species Program, Portland State University, Friends of Oaks Bottom and others, Portland Parks & Recreation is already improving habitat, reducing hazards, engaging in research and providing educational opportunities that focus on bird life at Oaks Bottom.

 

NOW, THEREFORE, BE IT RESOLVED, that Oaks Bottom Wildlife Refuge shall be designated a Migratory Bird Park with the City of Portland demonstrating its commitment to protect and enhance the environment for migratory birds at Oaks Bottom through:

 

•  Removal of non-native invasive plants and animals;

•  Restorative plantings with special emphasis on plants providing food and habitat for birds;

•  Reduction of hazards impacting bird populations;

•  Education of the public about Oaks Bottom bird inhabitants, their conservation requirements, migration patterns, and other bird related issues; and

 

BE IT FURTHER RESOLVED, that the City of Portland, Audubon Society of Portland, U.S. Fish & Wildlife Service and citizens of Portland shall celebrate the Migratory Bird Park designation at the International Migratory Bird Festival to be held at Oaks Bottom on May 8, 2004.
