ORDINANCE NO. 178520
*Authorize a contract with Youth Employment Institute to provide a summer work experience program. (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. For over twenty years, the Water Bureau has cooperated in a Summer Youth Employment Program with the Youth Employment Institute.
2. The program provides on-the-job training including developing good work habits for the participants while completing significant work tasks for the Water Bureau.
3. The program will provide continuing maintenance of City reservoir and tank grounds.
4. The Water Bureau’s FY 2004-05 Budget includes $108,000 for this program’s salaries for youth and program administration.
5. This program is a summer program so the work is typically completed between July to September every year. To properly start the program we will need to have the contract in place on July 1st.
NOW, THEREFORE, The Council directs:
a. That the Mayor and Auditor are authorized to execute on behalf of the City a contract with Youth Employment Institute at a total cost not to exceed $108,000 for the period ending June 30, 2005, as outlined in the agreement attached to the original only.
b. The Mayor and the Auditor hereby are authorized to draw and deliver warrants chargeable to the FY 2004-05 budget, Water Fund, Bureau of Water Works, Center Code 18051134, Account 529000, when demand is presented and approved by the proper authorities.
Section 2. The Council declares that an emergency exists because it is necessary to authorize this contract so the Summer Youth Employment Program can begin in a timely manner. Therefore this ordinance shall be in full force and effect from and after its passage by the Council.
