ORDINANCE NO. 178354

* Increase contract with Northwest Pilot Project by $30,000 to provide assistance to homeless and at risk seniors and provide for payment (Ordinance; amend Contract No. 34907)

The City of Portland ordains:

SECTION 1. The Council finds that:

1.  Funding for assistance to homeless and at risk seniors to obtain and maintain permanent affordable rental housing meets the goals and objectives of the Housing and Community Development (HCD) Program.

2.  The Subrecipient has successfully provided services to homeless and at risk seniors.

3.  The CITY will amend Northwest Pilot Project’s contract for $30,000 in Pathways funds.

4.  The CITY receives federal Stuart B. McKinney Supportive Housing Program Grant funds through an agreement with the U.S. Department of Housing and Urban Development to provide services, housing and operations costs for homeless programs.

5.  The CITY now desires to enter into a formal agreement with the Subrecipient to provide assistance to homeless and at risk seniors for FY 2003-04.

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Public Works is hereby authorized to enter into an agreement with Northwest Pilot Project housing assistance for seniors in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).

b.  The Mayor and City Auditor are hereby authorized to pay for said contract from the Housing and Community Development Fund and Emergency Services Grant.

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Northwest Pilot Project's ability to provide the housing assistance for seniors; therefore, this ordinance shall be in force and effect from and after its passage by Council.
