RESOLUTION No. 36206 AS AMENDED

 

Declare Council support and interest in the further evaluation of the conversion of Memorial Coliseum into a major community athletic and recreation complex. (Resolution)

 

WHEREAS on January 8th, 1961, Memorial Coliseum was dedicated “to the advancement of cultural opportunities for the community and to the memory of our veterans of all wars who made the supreme sacrifice to preserve for us the inalienable rights of life, liberty, and the pursuit of happiness.”

 

WHEREAS, in 2001 the City began a study process to evaluate potential alternative  public uses for Memorial Coliseum.

 

WHEREAS, this study process included a series of public open houses and workshops, a  citizen advisory committee, consultant studies, stakeholder interviews and a  Request for Interest solicitation.

 

WHEREAS, conversion of Memorial Coliseum into a major athletic and recreation  complex known as the Memorial Athletic and Recreation Complex or “MARC”  was one of the responses to the Request for Interest solicitation submitted by the  MARC Advisory Group.

 

WHEREAS, other public reuse options that were evaluated included a major  modernization of Memorial Coliseum as a spectator venue and conversion of the  building into a covered, open air amphitheater.

 

WHEREAS, throughout the public involvement process there was consistent and  significant interest in the MARC concept.

 

WHEREAS, the MARC would provide a venue for sports and recreation for Portland  citizenry and the region as a whole, and would also attract local, regional, state,  national and international sports competitions and events.

 

WHEREAS, the City is interested in further analysis of the building program and design,  capital and operating financing alternatives, and is willing to commit City  resources on a matching basis to fund this additional study. The primary purpose  of this work is to determine the economic feasibility of building and operating the  MARC. It is understood that additional design and project development work will  be necessary, in addition to the work contemplated in this Resolution, before a  final decision can be made on this reuse option.

 

WHEREAS, it is understood by the City Council that if the MARC alternative does not  go forward, Council may reconsider other public and/or private reuse alternatives.

 

 

NOW, THEREFORE, BE IT RESOLVED, that the City Council supports continuing the  feasibility study of the MARC concept.

 

BE IT FURTHER RESOLVED, that the City Council commits up to $200,000 from the  Spectator Facilities Fund on a dollar-for-dollar match basis with funds from  private sources to underwrite the cost of this additional feasibility work on the  project.

 

BE IT FURTHER RESOLVED, which City Council directs staff in the Office of  Management and Finance to work with project proponents and the MARC  Advisory Group on a scope of work and contracting process to complete the  work referenced in this Resolution.

 

BE IT FURTHER RESOLVED, that the City Council directs city staff to work closely with local veterans groups to ensure that concrete plans for a revised and enhanced Veterans Memorial complex are both developed and implemented as an essential feature use for Memorial Coliseum.
