ORDINANCE No. 178235
*Issue a Revocable Permit to the Water Bureau to install monitor and maintain underground
water monitoring devices in a portion of Washington Park (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Bureau of Water Works wishes to install, monitor and maintain six (6) underground monitoring devices, known as piezometers, in Washington Park, in order to monitor the long term water levels within the landslide west of the water reservoirs #3 and 4.
2. The data collected by these devices is considered hydrological information critical to maintaining the site of existing Water Bureau reservoirs.
3. Six piezometers have been installed in round metal monuments, set at grade in either paved or gravel roadways. Placement in the roads will allow them to be periodically checked with minimal impacts to park users. The Water Bureau and its contractor agreed to conditions of approval of the Permit, which requires that great care be taken to minimize the impact to the site and to park users.
4. The Director of Parks & Recreation recommends that the permit, with conditions, be issued.
Now therefore, the Council directs:
a) The Director of Parks & Recreation is authorized to execute a Revocable Permit in a form substantially similar to that attached, and any related documents, with the Water Bureau, for installation, monitoring and maintenance of these devices in a certain portion of Washington Park.
b) The Auditor is directed to record the fully executed Revocable Permit in the deed records of Multnomah County.
Section 2: The Council declares that an emergency exists because of the need to install these devices in order to collect critical data, therefore this Ordinance shall be in full force and effect from and after its passage by the Council.
