RESOLUTION No. 36194
Authorize City’s initiation of an unfair labor practice complaint against the Portland Police Association (Resolution).
WHEREAS, the City of Portland and the Portland Police Association have engaged in negotiations since February 2002 for a successor collective bargaining agreement for the period of July 1, 2002-June 30, 2005;
WHEREAS, the parties did not reach a negotiated resolution and have implemented interest arbitration, which is the dispute resolution process available to public employees who are prohibited from striking;
WHEREAS, the parties exchanged Last Best Offers in accordance with the statutory requirements relating to the interest arbitration process;
WHEREAS, there is reasonable belief that Portland Police Association’s Last Best Offer violates the Public Employees Collective Bargaining Act (PECBA);
NOW, THEREFORE, BE IT RESOLVED that the City Attorney is authorized to initiate an unfair labor practice proceeding against the Portland Police Association.
