RESOLUTION No. 36165
Accept the 2003 Independent Police Review Division report on officer-involved shootings and deaths in police custody (Resolution)
WHEREAS, The City is committed to identifying ways to enhance its community policing efforts; and
WHEREAS, The City is committed to ensuring that policies and training relevant to officer-involved shootings and deaths in police custody are examined for possible improvement; and
WHEREAS, Council created the Independent Police Review Division to recommend appropriate changes toward the goals of holding police accountable and promoting higher standards of City police services, and
WHEREAS, Portland City Code Chapter 3.21 provides for the Director of the Independent Police Review Division to annually hire an expert to review closed investigations pertaining to officer-involved shootings and deaths in custody and identify any recommendations for improvement; and
WHEREAS, the Police Assessment Resource Center was hired and produced a report with 89 recommendations on Portland Police Bureau officer-involved shootings and in-custody deaths from January 1997 until June of 2000,
NOW, THEREFORE, BE IT RESOLVED that the 2003 Independent Police Review report on officer-involved shootings and deaths in police custody (Exhibit A) is accepted by the City Council.
