RESOLUTION No. 36160 AS AMENDED
Adopt North Macadam Urban Renewal Area Housing Development Strategy (Resolution)
WHEREAS, the North Macadam Urban Renewal Plan was adopted by City Council in 1999; and
WHEREAS, City Council Resolution 35968 of February 28, 2001, directs the Portland Development Commission to develop housing strategies and measurable performance goals consistent with the City’s overall housing goals in each urban renewal area; and
WHEREAS, the North Macadam District Framework Plan Steering Committee and the South Waterfront Plan process established residential production goals and affordable housing goals consistent with adopted policies and plans; and
WHEREAS, the North Macadam Urban Renewal Plan Housing General Goal is to provide new housing in livable mixed-income neighborhoods that collectively reflect a diversity of housing types, occupancy (rental and owner-occupied), and income levels in the City. The Goal also encourages housing development which supports the Area’s employment generation goals and provides housing opportunities affordable to people who work in and near the District; and
WHEREAS, the Housing Development Strategy has been endorsed by the Portland Development Commission and includes recommendations to achieve production and affordable goals and objectives; and
WHEREAS, residential development in the Urban Renewal District is now expected to exceed 3,000 units, and the majority of this initial housing will be market rate housing, which will generate tax increment and meet district goals for higher income housing, and
WHEREAS, production of lower income housing units is expected to be less that the city income profile in the early phases of the urban renewal district,
WHEREAS, the Strategy will provide direction to the City and to the Portland Development Commission over the life of the North Macadam URA, in balancing the various objectives of the Urban Renewal Plan and City housing and growth management policies; such as long-term affordable rental housing, homeownership opportunities, improving the neighborhood livability, and achieving a jobs-housing balance of the District; and
WHEREAS, the Portland Development Commission, and its partners are ready to begin the implementation of the Strategy, thereby providing for the thoughtful revitalization of the North Macadam District through new residential development.
NOW, THEREFORE, BE IT RESOLVED THAT THE PORTLAND CITY COUNCIL:
Adopts the North Macadam Urban Renewal Area Housing Development Strategy; and
BE IT RESOLVED: that the Portland Development Commission conducts a review and evaluation of housing production in the District as outlined in the Housing Strategy and reports to Portland City Council the findings of that evaluation in three years.
BE IT FURTHER RESOLVED, that funding housing at all income levels below 50% MFI until these levels match the income profile for the city as a whole will be a priority for current and additional public funds that become available, including tax increment in excess of the annual projections which currently total an estimated $131 million.
