ORDINANCE No. 178210

*Accept Special Transportation Grant funds for FY03-04 through Oregon Department of Transportation to purchase and install audible pedestrian signals for pedestrian safety. (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

1.  Ordinance No. 175553 (Exhibit A) approved application for funds to purchase and install audible pedestrian signals for several busy intersections near public transit stops, and to install tactile surfaces on curb ramps along the Interstate MAX line.

2.  This ordinance accepts a portion of the funding which comes from ODOT ($152,541). The City has been working with a committee representing the elderly and visually impaired communities to evaluate, prioritize and install these devices.

3.  Council originally approved the funds in the FY2002-FY2003 budget. Due to unexpected delays in obtaining the contract, the money was not spent in that fiscal year. The contract was signed in June 2003, and money has not been spent to date.

4.  Grant requires a 10 percent match that will be provided in the form of salary, benefits, materials, and services in the FY2003-FY2004 budget of the Office of Transportation.

NOW THEREFORE, the Council directs:

a.  The Mayor is hereby authorized to accept a grant from the Oregon Department of Transportation and enter into an agreement, substantially in accordance with Exhibit B, for $152,541.

Section 2.  The Council declares that an emergency exists since a delay in proceeding with the project will unnecessarily deprive the City of the benefits from receiving funds; therefore, this Ordinance shall be in full force and effect from the date of its passage.
