*Authorize contract with Pacific Consulting Group, Inc. for quality assurance services for replacement of the water and sewer utility customer information and billing system (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

1.  The City Council has charged the Chief Administrative Officer with responsibility for project oversight for replacement of the City’s Utility Customer Information and Billing System (CIS).

2.  It has been determined that securing external expert quality assurance services to assist the City in managing the replacement of the CIS is prudent.

3.  A Consultant Selection Process has been conducted pursuant to the provisions of Section 5.68 of the City Code.

4.  Twelve proposals were received in response to the City’s Request for Proposal, which was issued on October 17, 2003.

5.  The Consultant Selection Committee selected Pacific Consulting Group’s proposal as the most advantageous to the City.

6.  Sufficient appropriation exists within the CIS replacement project budget in support

of the contract.

NOW, THEREFORE, the Council directs:

a.  The Mayor and Auditor are hereby authorized to execute a contract with Pacific Consulting Group, attached hereto as Exhibit A.

b.  The Mayor and Auditor are hereby authorized to draw and deliver payments in an amount not to exceed $268,800.00.

c.  The Chief Administrative Officer is authorized, with prior discussion and approval of the Mayor and the Commissioner(s)-in-charge of the Bureaus of Water Works and Environmental Services, to amend the contract’s total compensation in an amount not to exceed 15% of the original contract amount.

d.  The Bureau of Financial Services is hereby directed to make any necessary interagency and budget adjustments to the budgets of the Office of Management and Finance and the Bureaus of Water Works and Environmental Services.

e.  The Chief Administrative Officer shall periodically provide the Mayor, the

Commissioner(s)-in-charge and other members of Council with a project update.

Section 2. The Council declares that an emergency exists in order that there be no delay in the CIS replacement project; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
