SUBJECT:  IRP Facilitation and Process Management Consultant Selection

Over the last several weeks, the Independent Review Panel has been proceeding with the consultant selection for a Facilitation and Process Management consultant to support the independent technical review of the Mt. Tabor Project. This memorandum is to inform you of the recommendation of the consultant selection committee to provide professional services for this independent review.

The selection committee consisted of four members: Ogden Beeman, Eileen Brady, James Spitzer, and Tom Walsh. The committee reviewed the qualifications submitted by interested consultants in accordance with Chapter 5.68 of the City Code. A copy of the selection committee’s evaluation is attached.

Thirteen firms submitted qualifications for Facilitation and Process Management for the Mt. Tabor Independent Review. The qualifications were reviewed and rated by the consultant selection committee. Three firms were asked to participate in an interview. They were Barney &Worth, Inc., Environment International LTD., and EnviroIssues. The committee decided that the others should not be considered further and were not asked to interview. The interview was held on January 20, 2004. Based on the qualifications and interview, the selection committee has recommended EnviroIssues for this work. Qualifications from all firms are available if you wish to review them.

Factors favoring EnviroIssues were the qualifications of their firm and project team, the high quality of their qualifications and interview, and their past experience with similar projects.

The IRP will now enter a negotiation process with EnviroIssues to finalize scope and compensation. The final contract will be presented to Bureau of Purchases for review and approval at the conclusion of negotiations.
