SUBJECT:  IRP Independent Technical Advisor Consultant Selection

Over the last several weeks, the Independent Review Panel has been proceeding with the consultant selection for an Independent Technical Advisor for Mt. Tabor. This memorandum is to inform you of the recommendation of the consultant selection committee to provide professional services for this independent review.

The selection committee consisted of four members: Ogden Beeman, Eileen Brady, Dr. William H. Glaze, and James Spitzer. The committee reviewed the qualifications submitted by interested consultants in accordance with Chapter 5.68 of the City Code. A copy of the selection committee’s evaluation is attached.

Four firms submitted qualifications for Independent Technical Advisor for the Mt. Tabor Independent Review. These were Economic and Engineering Services, Inc., Environmental Engineering & Technology, Inc., McGuire Environmental Consultants, Inc., and WaterAdvice Associates PLLC. The qualifications were reviewed and rated by the consultant selection committee. While all of the firms were qualified, McGuire Environmental was exceptionally qualified and only McGuire Environmental Consultants, Inc. was asked to participate in an interview. The committee decided that the others should not be considered further and these firms were not asked to interview. The interview was held on January 20, 2004. Based on the qualifications and interview, the selection committee has recommended McGuire Environmental Consultants, Inc. for this work. Qualifications from all four firms are available if you wish to review them.

Factors favoring McGuire Environmental Consultants, Inc. were the qualifications of the firm and project team, the high quality of its qualifications and interview, and its past experience with similar projects.

The IRP will now enter into a negotiation process with McGuire Environmental Consultants, Inc. to finalize scope and compensation. The final contract will be presented to you for your final review and approval at the conclusion of negotiations.
