ORDINANCE No. 178168

 

 *  Authorize Memorandum of Understanding with Oregon Trail Chapter of the American Red Cross for services related to disaster assistance (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  The Oregon Trail Chapter of the American Red Cross (CHAPTER) a private, not-for-profit, voluntary organization has a history of providing assistance to victims of natural or person-made disasters.

 

2.  The CHAPTER has historically supported the City of Portland (CITY) by providing canteen services to CITY emergency responders at greater alarm fires, floods, exercises and Neighborhood Emergency Response Team activities.

 

3.  The CHAPTER responded to 170 residential fires and 15 greater alarm fire incidents in calendar year 2002.

 

4.  The CHAPTER served in excess of 1,000 meals to CITY emergency responders in calendar year 2002.

 

5.  The CHAPTER primarily uses its canteen vehicles in support of CITY emergency response personnel.

 

6.  The CHAPTER primarily uses its emergency shelter supply trailers to provide what assistance they have available to victims of natural or person-made disasters.

 

7.  The CHAPTER has a need to warehouse its two 14 foot emergency shelter supply trailers.

 

8.  The CITY has space at Portland Fire & Rescue (PF&R) facilities within the CITY to provide warehousing.

 

9.  The CHAPTER has need of initial assessment and evaluation of the canteen vehicle.

 

10.  The CITY through PF&R Logistics has the ability to provide an initial assessment of and make recommendations for repairs of the canteen vehicle.

 

11.  The CHAPTER has need of ongoing preventive maintenance for the canteen vehicle.

 

12.  The CITY, through PF&R has the ability to provide ongoing preventive maintenance for the canteen vehicle.

 

13.  The CHAPTER has the ability to pay for the cost of any and all parts, products, tools and materials required for such maintenance.

 

14.  City recognizes the benefit to its citizens of having this agreement in place.

 

 

NOW, THEREFORE, the Council directs:

 

 a.  The Commissioner of Public Works and Auditor are authorized to execute the Memorandum of Understanding with Oregon Trail Chapter of the American Red Cross, attached hereto as Exhibit A.

 

Section 2. The Council declares that an emergency exists because there is no way to predetermine when a disaster may strike, or when the citizens of the City of Portland need to have these services available; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
