ORDINANCE No. 178166

 

*Authorize contract with West Yost & Associates for professional engineering services for final design and services during construction of the Sullivan Pump Station Capital Repairs, Project No. 7172 (Ordinance)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  The Bureau of Environmental Services (BES) has need of a consulting engineering firm to provide final design, bid and award, and construction phase services for the Sullivan Pump Station Capital Repairs, Project Number 7172.

 

2.  Consultant selection has been conducted using the formal request for proposal process in accordance with the Bureau of Purchases’ Contracting for Professional, Technical and Expert Services manual, and in accordance with Chapter 5.68 of the Code of the City of Portland.

 

3.  The consultant selection committee recommends that West Yost & Associates be retained to perform the required professional engineering services. The current scope of work for this contract covers project management, final design, bid and award, and construction phase services.

 

4.  The established cost is $348,725.75. Funds are available in the Sewer System Operating Fund, FY 2003-2004 Budget, Bureau of Environmental Services, Center Code 145-22-110, Project Number 7172, Account No 521000.

 

NOW, THEREFORE, the council directs:

 

a.  The Bureau Director and Auditor are authorized to execute a contract with West Yost & Associates for the purpose described in Section 1, in the amount of $348,725.75.

 

b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.

 

c.  The Bureau Director is authorized the execute amendments that do not exceed 10% of the original contract amount.

 

Section 2.  The Council declares that an emergency exists because completed repairs are needed improve reliability, decrease maintenance, and to coordinate the operation of Sullivan Pump Station with the Swan Island CSO Pump Station. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
